      In a world map game, I captured the province of Minedunda, in Angola. There was smoke coming out of the city, indicating that it had been recently captured and could rebel. However, when I click on the little 'i', it says 0% chance of an uprising. Could you remove the smoke if there's 0% chance?

      This city was conquered recently, that is why is the smoke as an indicator.
