Since there are no supply chains modeled in the game I think having static unit use resource is an ok way to account for supply chains. In RL an army is always using resource since trucks, ships and plane consistency bring in supplies to an army to keep it field ready. A way around this might be to have the ability to put units in reserve or mothball them and then they get called up automatically if you are attacked of course there would be a delay before the mothballeded units would be ready.

Militia units don't seem very useful compared to infantry. What about having them removed and replace with an auto garrison feature like in Rome Total War. When attacked a city's militia units would auto spawn based upon the city value/development. This would be more realistic historically since usually militia units where just local units that would not leave their immediate area. It would also make it more difficult to just blitzkrieg though a country with only armored units.

Tips/ Gameplay
PostIs it worth it to build infrastructure in core single resource provinces at the start of the game? In supreamcy1914 I don't usually do this since conquered providence provide 100% resource. While in this game non-core provinces only provide 25% of resource so maybe it's important to build up the core provines sooner.
