They just sit there and let their units dissolve. Otherwise they can hold out for at least a bit.

Kinda have a mixed opinion about the update so far Positives: - Faster early game - Specialized cities, allows for more advanced strategic planning - Unit levels don't upgrade automatically emphasizing research more. A unit that's pretty notably underused (and probably rightfully so) is the Strategic Bomber. In the games I've played (20~ so far) I only saw it used once and just as a singular scout because of the range. Theoretically, and historically, the Strategic Bomber should be a powerful but expensive unit used to disrupt your enemies production and cripple him as you destroy his armies. Depends on what I'm focusing on a game, which also depends on my resources and starting position. A favorite of mine for dominating the seas is focus entirely on infantry, and then go ham on naval forces. In a game I did as the Philippines I held the Pacific against a coalition (3 players were fighting me, 2 others were in the Atlantic) that controlled all of the Americas because my navy was so far ahead.
