I thought Churchill took over after the public responded negatively to Chamberlain after Germany annexed the rest of Czechoslovakia, which led to Chamberlain resigning and Churchill eventually taking over.

He resigned because of the failure of the Munich conference (1938), where Czechoslovakia was divided.

In the 1939 Blitzkrieg map, the default leader for the UK is Neville Chamberlain, not Winston Churchill. Chamberlain resigned from his position in 1938 and Churchill replaced him.
