What's the design justification for storing manpower?

This game is great and has many realistic features. However the ability to store surplus manpower for future use is not one of them! Conscripts get older, and may not be as available if not recruited immediately.

Can anyone think of a justification for this feature?

I can imagine the consumption costs is the "replacement" soldiers. So in that sense, the old soldiers are kicked out for the new hatchlings.

For balancing purposes. Also, I like to think of manpower as just people in the nation, not soldiers. As time goes on, your able-bodied population increases. You "spend" manpower by drafting those able bodied people and making them into an infantry regiment.

i think of manpower as the queue to get into your army. When you have 5000 manpower, you actually have 5000 people lined up outside your recruiting office.
